Got it all figured out.  First time hooking one of these up.  Put on the newest drivers and fixed the fibre settings.

Have you installed the software available from here? (http://ftp://ftp.software.ibm.com/storage/devdrvr/AIX) ftp://ftp.software.ibm.com/storage/devdrvr/AIX

In particular, I am thinking of the ATAPE software.

I have not worked with a lot of tape devices, but what I recall from tivoli classes using tape libraries is that there is/are seperate programs used to actually talk to the device.

At this point I suspect you can actually communicate with the device at a very low level - and from your question, too low.

I dont have any Tivoli (TSM) maerials available atm, so I cannot check on the package names. However, I do recall that they are/were downloadable from the IBM site.

I am trying to connect a IBM TS 3581 F38 to my NIM server.  I connected the fibre and installed the driver, but I think I must have a setting wrong as far as the fibre fabric is concerned.  This is my first time hooking up one of these tape libraries so bare w/ me.  Does anyone have experience w/ this?  I know that you can't use it for mksysb's but I would like it for DR.  I want to take my mksysb's and put them on there to get them off site.  Here is what my output from lsattr -El lto0:
