If you do something like 'odmget CuDv | grep -p <device_name> | grep ddins' and look for the ddins name in /usr/lib/drivers, what do you get?

Devices that wont go to available might not be valid devices (e.g. only supported in 32 bit mode and AIX 6.1 only supports 64 bit). I had the same thing when I converted from 32-bit AIX 5.3 to 64 bit AIX 5.3 - using the same installed base. In my case it was a graphics card.
Years ago - AIX 4.2 to AIX 4.3 certain tape devices were no longer supported. AIX still knows about them, but will not activate them.
Hence, if you haven't gotten them working by now, I suspect there are no drivers for them. However, if you cannot find the exact information - the device types and feature numbers might make it possible for me to find the information regarding driver support.

Sounds like the cfgmgr has failed to load the required devices in to the kernel.
I would suggest first "rmdev -dl deviceX" to completely remove each affected devices,
then "cfgmgr" to rediscover and hopefully make them available.
If that fails, and no new devices are found, you should re-install the device drivers
"devices.whatever" filesets - use "smit cfgmgr" and the option to pick the right ones
off the install media.
If that still fails, I conclude the adapters in question may not be supported on that
version of AIX - perhaps you did an update rather than fresh install and have thus
retained defunct ODM entries with no matching drivers.
Or is this an LPAR to which the devices are genuinely no longer available ?
Let us know how you get on with this.

Hi GUys
We installed AIX 6.1 on a 520 and set it up as our NIM Master and upgraded the Firmware. Some of the adapters are set to defined state and cant be change manually. Is there anyway around this , has anyone come across something like this? Please let me know i will really appreciate any HELP.
